It's been awhile since I did a "Spotted" post but my recent sightings are too good to be kept a secret. The only issue is that there will be a lack of photos as I simnply did not take any.
Somehow, I memorized item names but not prices or vice versa. Luckily, I found some of the products online and there are links provided!
At several Winner's locations, I have spotted T3 hair tools and a very promising RUSK hair tool set. Unfortunately, I didn't take ANY on-the-go photos but I did search the items online for pictures.

I couldn't help but pick a set for myself. The hair dryer isn't weightless but it's light enough for my tiny arms :T

4) Stila Light Up The World Color Trend Eye Shadow Palette - $9.99
I Google'd this palette & saw no official word on it but it's one heck of a deal I suppose.
5) Stila Lip Glaze Trio - $9.99
6) Stila Lip Envy Lip Gloss Trio - $9.99
7) Seche Base/Vite/Clear/Recondition - $6.99 each (even cheaper than Sally's!)

I saw all of these as well at the Winners I traverse! I thought of getting the Rusk dryer set but thought maybe the T3 blowdryer would show up eventually. That's been on my lust list for quite some time.
I got the Seche Vite base and top coat! Thought it was a great deal.

i saw the seche vite at winners a few days after i'd already bought and used it (from london drugs). i felt a bit stupid after that :p.
